Provided you need a real sample base on your artwork to check the quality, the set-up cost is required. To get a sample for free, please see our suggestion as below:
1.We make a dummy sample (without printing) for you to check the paper quality, and print the digital proof (with the different material) base on your artwork to check the color.

Regarding to the freight cost, we will absorb the cost to deliver the sample to any place in China, while the cost of international express would be covered by the customer.
3.Sample lead time
It will take 5-7 days to make the cardboard stair step display.
4.Mass production lead time
